Class Title: Public Budgeting and Financial Management

Class Description: Exposes students to the theoretical foundations and applied practices of public budgeting and financial management of public organizations. Focuses on the issues of budgeting and finance in a broad sense and specifically as it pertains to public administration.

Learning Outcomes: Upon completion the student will be  able to:

  1. Discuss the components of public budgeting systems.
  2. Describe the relationship of public budgeting to public policy decision making, implementation, and evaluation.
  3. Evaluate the primary sources of revenues at all levels of government based on the principles of taxation.
  4. Identify the social, political, economic and cultural factors that influence public budgeting and financial administration.
    • Desired Competency: Students will review, analyze and apply concepts involved in developing public sector budgets in an organizational context, and will demonstrate understanding of the structure and development of such budgets

Assessment Components:

  1. Discussion Forum Exercises (32% of the grade- 320 points)
  2. City Budget Analysis Paper (35% of the grade: 350 points)
  3. Quizzes (8% of the grade- 80 points)
  4. Final Exam (25% - 250 points)

Delivery Mode/Expectations: This course will be delivered using an on-line asynchronous format.  This means that course will not be conducted on a specific day and time. Students will complete assignments and activities during the week based on their availability, but completing all activities by the established times and dates established by the instructor. UVaCollab will be used to provide announcements, weekly activities and assignments, lecture slides, tests, links to simulations and readings,  and interactive forums for on line class meetings/exercises/ and or discussions.  There will be periodic live (synchronous) sessions. The dates and times of these sessions will be coordinated with the class to determine the best schedule.  All sessions will be recorded to accommodate those who cannot make a specific session. Required Technical Resources and Technical Components: This course will use UVaCollab and BbCollaborate. To be fully compatible the student will need:

  • Internet Access: You must have access to a computer with an Internet connection and a UVA email account. A broadband Internet connection is required.
