PC 5010 Procurement Policy & Practices
This class will covers key subchapters of the Federal Acquisition Regulation (FAR), providing an intensive review of practical technical, business and contractual issues that the government deals with in establishing and managing a federal contract. Topics include: acquisition process, government acquisition plans, contract types, including incentive-based contracts, solicitation & award phase, protests, inspection & acceptance, and terminations & other administrative remedies.  The professor will also provide class exercises and case studies to allow students to apply what they have learned.

Required Text: Federal Acquisition Regulations (FAR) - https://www.acquisition.gov  (additional material will be posted for each module each Monday.  This will include slides, articles, and other materials to help reinforce the week's topics.)

Learning Outcomes:
Upon completion of the course, the student will:
•    Understand today’s federal government environment;
•    Learn the concept of actual vs. apparent authorities when dealing with government;
•    Learn about contact-types, especially incentive and performance-based contracts; 
•    Understand evaluation factors and “best value” vs. technically acceptable, low price;
•    Roles of the contracting officer, contracting officer’s technical representative, and program manager during the administration phase.
•    Develop strategies for managing the total customer relationship experience
