Course Description (for SIS)

Description

In this course, the management of human resources in schools, both public and private, is examined with particular attention to research-based practice, ethical considerations, interpersonal skills, and the building and maintenance of relationships. Theory and practice relative to the staffing of schools for effective realization of educational goals and objectives will be explored. Current challenges and other contextual factors influencing the optimization of human capital in public schools will be studied and students will be encouraged to apply the concepts to a critical analysis of their own settings.

This course addresses the following Virginia Endorsement Competencies:

C. Knowledge, understanding and application of management and leadership skills that achieve effective and efficient organizational operations. [Corresponds to Educational Leadership Policy Standard #3]

E. Knowledge, understanding and application of the purpose of education and the role of professionalism in advancing education goals. [Corresponds to Educational Leadership Policy Standard #5]

F. Knowledge understanding and application of basic leadership theories and influences that impact schools. [Corresponds to Educational Leadership Policy Standard #6]

The Virginia Board of Education requires all candidates seeking licensure in school administration to take and pass the School Leaders Licensure Assessment (SLLA) that determines proficiency in the acquisition of knowledge and skills defined by the Education Leadership Policy Standards, formerly known as the ISLLC Standards. This course emphasizes Standards 3, 5 and 6.

Additionally, this course, as well as other required courses, includes embedded learning strategies for improved student learning totaling at least 120 clock hours including: experiential activities that complement, implement, and parallel the university curriculum; and activities that emphasize student work with practical application that take place in the internship, the practicum field experience, as well as throughout the university program.

The embedded assignment for this course is the Observation and Interview.   Students may count 12 hours toward the internship experience for this activity.

Learning Objectives

The major objectives of EDLF 7805 are as follows:

1.   Become familiar with the professional literature in the field of personnel administration;

2.   Identify and appreciate the key functions of personnel administrators including planning, recruitment, selection, induction, development, compensation, and evaluation;

3.   Examine current state and national practices and trends as a guide to actual practice.

4.   Appreciate the concept of relationships as a human resource approach and the importance of interpersonal skills in human resource management; and

5.   Understand the social and legal contexts within which human resource policies and procedures are determined.
